USA. Following his successful campaign in North Carolina, Brigadier-General Ambrose Everett Burnside was promoted to Major-General in the US Volunteers. This was the second promotion from Brigadier-General to Major-General in the US Volunteers, second only after Ulysses Simpson Grant, emphasising the practice of rewarding battlefield success with a promotion.

CSA. Confederate President Jefferson Finis Davis completed the reorganisation of the Confederate States’ cabinet.  Judah Philip Benjamin of Louisiana succeeded Robert Mercer Taliaferro Hunter of Virginia as Secretary of State.  George Wythe Randolph was appointed as Secretary of War. Judah Philip Benjamin remained in post interim until 23 March 1862. Thomas Hill Watts replaced Thomas Bragg as Attorney General (who resigned).  Christopher G Memminger was confirmed as Secretary of the Treasury.  Stephen Russell Mallory was confirmed as Secretary of the Navy.

Arkansas. Skirmish at Salem on Spring River.

Louisiana. Union Commander David Dixon Porter USN took the recently-arrived flotilla of twenty mortar schooners over the bar and into the Mississippi River in preparation for the bombard­ment of Fort Jackson and Fort St Philip. They were accompanied by the wooden sea-going gunboats through the Pass a l’Outre. Meanwhile, Captain David Glasgow Farragut USN entered the River by the Southwest Pass with two steam frigates and seven screw sloops of the fleet.

Mississippi. The leading elements of Confederate General Albert Sidney Johnston’s Army of central Kentucky began to arrive at Corinth from Murfreesboro, Tennessee.

Missouri. Operation in Johnson County began.

Missouri. Operation in Henry County and St Clair County began.

Missouri. Skirmish at Point Pleasant.

Missouri. Confederate Colonel William Quantrill and a band of 40 raiders entered Liberty in order to attack a Union outpost commanded by Captain Hubbard. After a three-hour fight, one Union soldier was dead, one was wounded and eight more men at the outpost surrendered. Quantrill paroled the survivors and left town.

Missouri. Skirmish at Leesville involving Union troops under Missouri State Brigadier-General James Totten.

South Carolina. USS Florida, USS James Adger, USS Sumpter, USS Flambeau, and USS Onward captured the British blockade-runner Emily St Pierre off Charleston. The ship’s master and steward, left on board, later overpowered the prize master Josiah Stone off Cape Hatteras, recaptured the vessel, and sailed to Liverpool in England.

Tennessee. Operation at Gallatin ended.

Virginia. Reconnaissance to Cedar Run ended.

Virginia. Skirmish at Middletown.
