Brevet Ranks before the American Civil War

The Articles of War adopted by the United States Army in 1776 and slightly revised in 1806 established the use and significance of Brevet grades or awards in the US Army. When first used, a Brevet commission in the US Army entitled the officer to be identified by a higher grade but the award had a limited effect on the right to higher command or pay. A Brevet rank had no effect within the officer’s current unit, but when assigned to duty at the Brevet rank by the President such an officer would command with the Brevet rank and be paid at the higher rank. This higher command and pay would last only for the duration of that assignment. The Brevet promotion would not affect the officer’s seniority and actual permanent grade in the army. Beginning on April 16, 1818, Brevet commissions also required confirmation by the United States Senate, just as all other varieties of officer commissions did.

Brevets were first used during the American Revolutionary War. Often the nation’s Continental Congress could not find suitable positions for foreign officers, mostly from France, who sought commissions. The first US Brevet was given to Jacques Antoine de Franchessin on 20 July 1776, allowing him to hold the grade of Lieutenant-Colonel within the Continental Army. Franchessin and another 35 men of foreign birth held Brevet commissions by the end of the war. By 1784 an additional 50 officers had received Brevets for “meritorious services” during the conflict. In the 19th century Brevet promotions were quite common because the army had many frontier forts, isolated garrisons and independent missions but could not always appoint appropriately ranked officers to command them. The US Congress permitted only a limited number of each grade of officer. Thus, an officer of lower grade might receive a Brevet commission to a rank more appropriate for his assignment. Also, newly commissioned officers often received a Brevet grade until an authorised position became available. For example, an officer might graduate from West Point and be appointed a Second Lieutenant by Brevet until a permanent posting opened up. In early 1861, some recent graduates of West Point temporarily were named Brevet second lieutenants because not enough Regular Army officer vacancies were available to give them commissions as substantive second lieutenants. In addition to officers being appointed to Brevet rank for temporary service in positions designated for higher ranked officers in lieu of promotion to permanent rank, officers might be awarded Brevet rank as recognition for gallantry or meritorious service.

Brevet Awards during the American Civil War

During the American Civil War almost all Union senior officers received some form of Brevet award, especially during the final months of the war. These awards were made for gallantry or meritorious service and not for command. In addition to awards of Brevet ranks to Regular Army officers, an act of Congress of 3 March 1863 authorized the award of Brevet rank to officers of the United States Volunteers. Brevet awards became increasingly common and some officers received more than one award. Since an officer could hold actual and Brevet ranks in both Regular Army and United States Volunteers ranks, some General and other officers could hold as many as four different ranks simultaneously. For example, by the end of the war Ranald S Mackenzie was a Brevet Major-General of US Volunteers, a full rank Brigadier-General of US Volunteers, a Brevet Brigadier-General in the United States Regular Army, and a full rank Regular Army captain.

Brevet rank in the Union Army, whether in the Regular Army or the United States Volunteers, may best be regarded as an honorary title which conferred none of the authority, precedence or pay of real or full rank. The vast majority of the Union Army Brevet ranks were awarded posthumously or on or as of 13 March 1865 as the war was approaching its end. US Army regulations concerning Brevet rank provided that Brevet rank could be claimed “in courts-martial and on detachments, when composed of different corps” and when the officer served with provisional formations made up of different regiments or companies, or “on other occasions. ” These regulations were vague enough to support the positions of some Brevet Generals who caused controversy by claiming supposed priorities or privileges of Brevet ranks that had been awarded to them at earlier dates during the war.

Some full rank Brigadier-Generals in the United States Volunteers USV in the American Civil War were awarded Brevet Brigadier-General rank in the USV before they received a promotion to full rank Brigadier-General of United States Volunteers. Some full rank Brigadier-Generals in the USV were awarded the rank of Brevet Major-General in the USV but were not promoted to full rank Major-Generals in the USV. Some United States Regular Army officers who served with the USV in ranks below General Officer were awarded a Brevet General Officer rank in the USV but were not promoted to full rank General Officers in the USV. On the other hand, at least a few USV General Officers also were awarded Brevet General Officer rank in the Regular Army in addition to their full rank appointments or Brevet Major-General awards in the United States Volunteers. Many of the Regular Army officers of lower rank who became full rank USV Generals, however, received neither actual promotions to a General Officer rank or Brevet General Officer awards in the Regular Army in addition to their USV ranks or awards. Some of them who stayed in the United States Regular Army after the war did achieve General Officer rank in later years.

In addition to the Brevet awards to current or future full rank United States Volunteers USV Generals during the American Civil War, 1,367 other USV officers of lower ranks were awarded the rank of Brevet Brigadier-General or Brevet Major-General or both in the United States Volunteers but were not promoted to full rank USV Generals. At least one enlisted man, Private Frederick W Stowe, was brevetted as a second lieutenant in the Union Army during the Civil War.

The United States Marine Corps also issued Brevets. After officers became eligible for the Medal of Honour, a rare Marine Corps Brevet Medal was issued to living officers who had been brevetted between 1861 and 1915.

President Abraham Lincoln commissioned only 58 Brevet Generals. A few of these awards were even issued posthumously although the death of the nominee would usually end the promotion or award process. All of the other awards were made by President Andrew Johnson and confirmed by the U S Senate during Johnson’s term of office. Civil War Brevet awards were almost always honours without any command operational or assignment significance or extra compensation since the war was over when most of the awards were confirmed and the awards were issued. Most of the officers nominated for Brevet awards had been mustered out or were supernumeraries soon to be mustered out when the awards were confirmed. Most awards were made to field officers who had exercised regimental or brigade command and many were made to lower grade staff officers for efficient service.

A few of the Brevet generals appointed by President Lincoln performed valuable service in general officer positions. Their authority was enhanced by assignment to positions with general officer responsibilities, mostly during the last months of the war. Some Brevet generals appointed later may have served in general officer jobs for short periods of time during the war. The Brevet awards could not convert these officers into generals retroactively no matter how valuable their service may have been. Many other officers with lower full permanent grades also rendered distinguished temporary service in higher grade assignments without receiving Brevet awards so caution must be made about exaggerating the significance of the later Brevet award.

Over 6,000 Brevet awards of grades below general were awarded during and after the Civil War. Many of these awards were made to regular army officers with lower permanent grades who were serving in higher grades in the force or to officers who also received Brevet general awards. A small number of awards were made before the Generals who received them were promoted to full actual grade Generals. Many awards were Brevet Major-General grades given to full actual grade Regular Army or Volunteer Brigadier-Generals. Some generals also received Brevet awards of General officer grades in the US Regular Army, which were counted as higher awards than their Union USV Brevet awards.

Congressional Medal of Honor

The only medal available for an official award to soldiers of the Union Army was the Congressional Medal of Honor, although various States, cities and individuals instigated medals commemorating service or a particular incident. Brevet awards were therefore prized as a mark of distinguished service especially for officers who served with distinction but did not necessarily perform heroic acts on the battlefield.

Award process

The main steps of the promotion or Brevet award process were as follows:

After a candidate for a general officer commission or Brevet award was selected the Secretary of War on behalf of the President would send the candidate an appointment letter.

The candidate would be asked to communicate acceptance of the appointment or award attest to the oath of office and report to a named officer for orders. The letter would note that the appointment was contingent on the President nominating and the U S Senate confirming the promotion or award Nonetheless the candidate often received orders to begin acting in the appointed office pending the President’s nomination and the Senate’s confirmation or rejection of the nomination If a nominee was confirmed the President and Secretary of War (or of the Navy) would sign and seal a commission and transmit it to the nominee The appointment was not official or complete until all the steps in the process were completed and the commission was conveyed in writing Usually this occurred soon after the confirmation of the promotion or award often within about a week Since most of the Brevet awards were made after the end of the war candidates would not be told to report to a senior officer for orders unless they were still on duty and might be given some higher or different assignment Full grade promotions supersede Brevet grade promotions and promotions in the regular army supersede promotions to equivalent or lower rank in the forces

Rank Dates

Confusion as to the date of a promotion or a Brevet award can result because the date often given in connection with an officer’s promotion or award is the date of rank. The appointment, nomination, confirmation and commissioning of most Civil War Brevet awards occurred in the years 1866 through 1869 but the great majority of these were ante-dated for purposes of rank to the “omnibus” date of March 13 1865. Nonetheless, the date shown together with the Brevet award grade in the list is the date of rank, marking seniority or precedence in rank. The date of rank of a promotion or Brevet award is often the date associated with the promotion or award in reference to the officer who received the promotion or award in writings about the person or the war. Thus, the rank date is included with the grade because of its frequent use in reference to an officer’s Brevet awards, and not because the date of rank is a significant date in the process of promotion or award of appointment, nomination, confirmation or commission. Since commission dates are not easily obtained and are usually near the U S Senate confirmation dates for Brevet awards, Brevet award confirmation dates are shown for each officer’s awards. These dates are frequently the approximate effective date of the appointment or award. The further step of commissioning almost always took place (barring death of the nominee) without great delay, and usually within one or a few weeks. Some additional significant dates for some officers are shown in the notes including some appointment or nomination dates if made by President Abraham Lincoln and the date an officer left the service. An appointment or nomination made by President Lincoln means the officer could have exercised command at his Brevet grade if so assigned and been referred to as a general during the course of the war. A date after “nomination” is the first date the appointment was submitted to the U S Senate for confirmation. That nomination was not acted upon or improved and had to be resubmitted (sometimes twice). The date following this entry is the date of the nomination which Congress acted upon.

Definitions and abbreviations

A “grade” signifies the position or level in the officer hierarchy (e.g. Brigadier-General or Major-General) and “rank” refers to the order of precedence within the grade signified by the date from which the award “ranks” regardless of the actual date of appointment by the President of the United States or confirmation by the United States Senate. The term “rank” is commonly used in reference to an officer’s grade any effort to change the common usage of the word “rank” for the correct term of “grade” is probably futile. This usage can be found in documents that even precede the Civil War.

The abbreviation USA means the grade was awarded in the permanent and regular United States Army.

The abbreviation USV (United States Volunteers) means the grade was awarded in the temporary army which constituted almost the entire Union Army during the Civil War.


All Brevet grades are shown with “Brevet”.


USMA indicates a graduate of the United States Military Academy.


A note is made for those KIA in action or died of wounds received in action or otherwise died during the war.

CONFEDERATE ARMY BREVET AWARDS

The Confederate government did not award Brevet grades to Confederate States Army officers although Confederate army regulations would have allowed them.

UNION OFFICERS OF LOWER SUBSTANTIVE GRADE AWARDED A BREVET GENERAL GRADE

This is a list of American Civil War Brevet Generals who held lower actual or substantive grades but were not promoted to full actual or substantive grade as Generals during or immediately after the war. They were awarded the grade of Brevet Major-General or Brevet Brigadier-General, usually in recognition of service and not as a form of promotion.

A small number of awards were made before the Generals who received them were promoted to full actual grade Generals. Many awards were Brevet Major-General grades given to full actual grade Regular Army or Volunteer Brigadier-Generals. Some generals also received Brevet awards of General officer grades in the US Regular Army, which were counted as higher awards than their Union USV Brevet awards.
