Morgan’s First Kentucky Raid
Forrest’s First Tennessee Raid
USA. The US Congress passed an act ending the issue of an alcoholic spirit ration in the US Navy and forbidding the issue of alcohol on board vessels of war, except as medical stores. A daily pay rise of five cents per day was authorised in lieu of the spirit ration.
Arkansas. Operations on White River ended.
Arkansas. Skirmishes at Batesville and near Helena.
Indian Territory. Union reconnaissance from Grand River to Fort Gibson, Park Hill, and Tahlequah began, resulting in skirmishes with the pro-Confederate Cherokee nation.
Kentucky. Actions occurred at Lawrenceburg, Harrodsburg, Versailles, and Georgetown.
Kentucky. Skirmish at Mackville involving Confederate Colonel John Hunt Morgan’s raiders.
Mississippi. The Confederate ironclad ram CSS Arkansas steamed fifteen miles down the Yazoo River to the mouth of the Sunflower River where the crew could hear the Union fleet practising its gunnery. Steam escaped from the boiler and soaked a powder magazine. This forced a temporary halt while the powder was dried as much as was possible, and then the ship resumed its progress towards the Mississippi.
Tennessee. Union Brigadier-General William Nelson was ordered to march with his division for the relief of Murfreesboro. They arrived too late to save the garrison which had already surrendered, or to catch Confederate Colonel Nathan Bedford Forrest’s cavalry raiders.
Texas. USS De Soto captured the British schooner William as it attempted to run the blockade into Sabine Pass.
Virginia. Union Major-General John Pope made a bombastic address to Union troops and Confederate civilians after taking command of the Army of Virginia. Pope had achieved notable success in the western theatre but his arrogance was not well received by his new army. He alienated them further by making pejorative comparisons to the victorious armies operating in Missouri and Tennessee. Pope also attracted contempt from Confederate observers who resented his harsh treatment of Southern sympathisers. Pope’s promotion to Brigadier-General in the US Regular Army was a recognition of his victory at Island No 10, and also gave him stronger credentials to command the fractious leaders in his new army. Two of his three Corps commanders – Nathaniel Prentiss Banks, Irvin McDowell – outranked him as both Major-General USV and Brigadier-General USA. Only Major-General Frank Sigel was junior to him in seniority. President Abraham Lincoln’s appointment was not disputed by his subordinates but Pope’s fragile grasp of the diplomatically sensitive command was already evident.

I have come to you from the West, where we have always seen the backs of our enemies; from an army whose business it has been to seek the adversary and to beat him when he was found; whose policy has been attack and not defense. In but one instance has the enemy been able to place our Western armies in defensive attitude. I presume that I have been called here to pursue the same system and to lead you against the enemy. It is my purpose to do so, and that speedily. I am sure you long for an opportunity to win the distinction you are capable of achieving. That opportunity I shall endeavor to give you. Meantime I desire you to dismiss from your minds certain phrases, which I am sorry to find so much in vogue amongst you. I hear constantly of “taking strong positions and holding them,” of “lines of retreat,” and of “bases of supplies.” Let us discard such ideas. The strongest position a soldier should desire to occupy is one from which he can most easily advance against the enemy. Let us study the probable lines of retreat of our opponents, and leave our own to take care of themselves. Let us look before us, and not behind. Success and glory are in the advance, disaster and shame lurk in the rear. Let us act on this understanding, and it is safe to predict that your banners shall be inscribed with many a glorious deed and that your names will be dear to your countrymen forever.” John Pope, message to the Army of Virginia
Virginia. Confederate General Robert Edward Lee reorganised the Army of Northern Virginia into two Wings.
Magruder’s Command was discontinued and its forces were distributed among the other commands.
Longstreet’s Command of six divisions was now referred to as the Right Wing or Longstreet’s Corps. His five divisions were commanded by Major-General Richard Heron Anderson (brigades of Brigadier-General Lewis Addison Armistead, Brigadier-General William Mahone and Brigadier-General Ambrose Ransom Wright), Major-General David Rumph Jones (brigades of Brigadier-General Robert Augustus Toombs, Brigadier-General Thomas Fenwick Drayton and Brigadier-General George Burgwyn Anderson), Brigadier-General Cadmus Marcellus Wilcox (with his own brigade and those of Brigadier-General Roger Atkinson Pryor and Brigadier-General Winfield Scott Featherston), Brigadier-General John Bell Hood (with his own brigade and that of Colonel Evander McIver Law formerly Whiting’s) and Brigadier-General James Lawson Kemper (brigades of Brigadier-General Montgomery Dent Corse, Brigadier-General Micah Jenkins, Brigadier-General Eppa Hunton, and Brigadier-General Nathan George Evans).
Jackson’s Command comprised the former Army of the Valley and parts of Magruder’s Command and became the Left Wing. Jackson had four divisions: his own under Brigadier-General Charles Sidney Winder (with Winder’s brigade under Colonel Charles A Ronald, and those of Colonel Cunningham, Colonel S V Fulkerson, and Brigadier-General William Booth Taliaferro); Major-General Richard Stoddert Ewell’s division (brigades of Brigadier-General Alexander Robert Lawton, Brigadier-General Isaac Ridgeway Trimble, Brigadier-General Jubal Anderson Early, and Brigadier-General Harry Thompson Hays), Major-General Daniel Harvey Hill’s division (brigades of Brigadier-General Robert Emmett Rodes, Brigadier-General Samuel Garland, Brigadier-General Alfred Holt Colquitt, and Brigadier-General Roswell Sabine Ripley), and Major-General Ambrose Powell Hill’s division (brigades of Lawrence O’Bryan Branch, Brigadier-General William Dorsey Pender, Colonel Edward Lloyd Thomas, Brigadier-General Maxcy Gregg, Brigadier-General James Jay Archer, and Brigadier-General Charles William Field).
