Maryland. Union Major-General John Adams Dix directed that escaped slaves and other black civilians should not be allowed to come within certain military lines in Maryland.

Port Royal, South Carolina. The Union Coast Survey Ship Vixen entered Port Royal Sound to sound the channel. The Vixen, under civilian captain Charles Boutelle, was accompanied by the gunboats USS Ottawa, USS Seneca, USS Pembina, and USS Penguin. The Confederate naval squadron under Captain Josiah Tattnall CSN, consisting of the gunboats CSS Savannah, CSS Resolute, CSS Lady Davis, and CSS Sampson, set out to interfere with their measurements but the superior firepower of the Union gunboats forced them to retire. Boutelle entered the Sound and confirmed that the water was deep enough for all the ships in the fleet to enter.

Virginia. Confederate Major-General Thomas Jonathan Jackson requested successfully that his own brigade should be transferred from the Army of the Potomac to reinforce him at Winchester in the Shenandoah Valley. The brigade was moved subsequently to Romney. Jackson’s strength was now raised to nearly 10,000 men. On his arrival, Jackson believed that he also gained command of the three poorly disciplined and under-supplied brigades of the Army of the Northwest under Brigadier-General William Wing Loring. He ordered Loring to combine forces. Loring questioned Jackson’s authority to direct what he considered to be an autonomous force. Loring was a high-ranking and prominent officer in the US Regular Army at the outbreak of war whereas Jackson had been out of the army for some years. On the other hand, Jackson was now a Major-General in the Confederate Army but Loring was still only a Brigadier-General, albeit high in seniority. Loring did not challenge Jackson’s seniority but he did question the scope and extent of Jackson’s Valley District and whether it appertained to his forces.
As Loring led his force to join Jackson, the remaining part of the Army of the Northwest withdrew from around Monterey to a pass where the Staunton & Parkersburg Turnpike crossed the summit of Alleghany Mountain. This particular segment of 1,800 men was led by Colonel Edward Johnson and they settled into winter quarters at Camp Alleghany. At this time the Union forces in the area numbered 18,000 men under Major-General Nathaniel Prentiss Banks, plus some widely scattered detachments across Western Virginia under Brigadier-General William Starke Rosecrans.
