Proposed Secession of Kentucky Approved

California. Union forces pursued and captured several of the Showalter Party of pro-Secessionist conspirators at Warner’s Ranch in the San Jose Valley, southeast of Los Angeles.

District of Columbia. Union Major-General George Brinton McClellan held a spectacular Grand Review of the Army of the Potomac at Bailey’s Crossroads and Munson’s Hill, to boost its morale and to demonstrate his progress in training and equipping the army. This was an important opportunity for 70,000 men in seven divisions of the army to operate together. While it was a good occasion for new officers, commanders, and men to coordinate and practice their manoeuvres, critics observed that while the army looked to be in excellent spirits and well-equipped on parade, it was wasting time while the Baltimore & Ohio Railroad was under threat, the Potomac River remained hazardous to shipping, and the Confederates remained within easy reach of the capital.

Indian Territory. Confederate Colonel Douglas Hancock Cooper set out for Chief Opothleyahola’s camp near Round Mountain but found the Indians had gone during the night.

Kentucky. Skirmish at Brownsville, involving Brigadier-General Thomas Carmichael Hindman.

Kentucky. The pro-Confederate Kentucky Sovereignty Convention passed a Declaration of Independence and an Ordinance of Secession and appointed a Provisional Government. George W Johnson was chosen as the putative Confederate Governor. The secession was known as the Russellville Convention. Kentucky was admitted to the Confederacy on 10 December 1861.

Missouri. Skirmishes at Butler and Little Santa Fe.

Missouri. Union Major-General Henry Wager Halleck issued General War Order No 3, excluding fugitive slaves from entering military camps in the Department of Missouri.

Tennessee. Confederate Colonel William B Wood reported the successful suppression of the “rebellion” by Unionists in East Tennessee.

Virginia. Brigadier-General John Buchanan Floyd completed the withdrawal of Confederate troops from the vicinity of the Gauley River.
