McClellan’s West Virginia Campaign

Chesapeake Bay Blockade

Florida. Union Colonel Harvey Brown (5th US Artillery), commanding the Department of Florida, reported that he would not return any fugitive slaves to their masters unless he was ordered so. He confirmed the new practice of describing escaped slaves as “contraband of war” established in Virginia, in opposition to the existing laws requiring the return of fugitive slaves.
