District of Columbia. Commander John Adolphus Dahlgren USN took precautions against an attack on the Washington Navy Yard, and moved the cannon and ammunition from the Yard magazine to the attic of the main building.

Louisiana. The Louisiana state convention met to discuss the matter of secession, receiving commissioners from South Carolina and Alabama.
