USA. US President Abraham Lincoln appointed William Pitt Fessenden as the new US Secretary of the Treasury.

USA. The US Congress’ Reconstruction Bill drawn up by Henry W Davis and Benjamin Wade, both of them Radical Republicans, was passed by Congress but tacitly vetoed by President Abraham Lincoln.

Arkansas. Incident at Pine Bluff.

Georgia. Operations at Kennesaw Mountain ended.

Georgia. Incidents at Allatoona Pass and Lost Mountain.

Georgia. At nightfall, Confederate General Joseph Eggleston Johnston’s signal stations on Kennesaw Mountain observed the movement of Union forces around his left flank. Johnston was aware that his position was in danger of being outflanked and he began to evacuate the fortified positions on Kennesaw Mountain. His first destination was to withdraw to Marietta. His next objective was to reach the north bank of the Chattahoochee River south of Smyrna Station.

Louisiana. Incidents at Floyd and Bayou Mason.

Louisiana. The departure of Union Major-General Andrew Jackson Smith’s divisions to Tennessee after the Red River Campaign encouraged Confederate General Edmund Kirby Smith to take advantage of the reduced Union strength in Louisiana. Smith ordered Lieutenant-General Richard Taylor to cross to the eastern shore of the Mississippi with two divisions to reinforce the troops in the primary theatre of operations. However, all of Taylor’s attempts to find a way across the well-patrolled river proved unsuccessful and Smith was forced to abandon his plans to send reinforcements to the east. Smith devised new diversionary operations west of the Mississippi instead. These would culminate in a major raid into Missouri to be launched in October and November 1864.

Mississippi. Expedition from Vicksburg to the Pearl River began. The operation began when Union Major-General Henry Warner Slocum moved to destroy the bridges over the river.

Mississippi. Skirmish at Saulsbury.

Mississippi. Skirmish on the Byhalia Road, ten miles south of Collierville.

Missouri. Reconnaissance to Buffalo Creek in Ripley County began.

North Carolina. USS Keystone State, Commander Crosby, captured the blockade-running British steamer Rouen off Wilmington. The steamer had thrown a cargo of cotton overboard during the four-hour chase and did not stop until USS Keystone State had fired 22 warning shots.

South Carolina. Expedition to John’s Island began.

South Carolina. Skirmish near Secessionville in Charleston Harbour.

South Carolina. Skirmish at Fort Johnson on James Island.

South Carolina. Hearing that Confederate forces were about to move against the blockaders stationed around Charleston, Union Rear Admiral John Adolphus Bernard Dahlgren and Brigadier-General Robert Sanford Foster planned a diversion, with the intention of cutting the Charleston & Savannah Railroad. The monitors USS Lehigh, Lieutenant-Commander A A Semmes, USS Montauk, Lieutenant-Commander A W Johnson, and other ships of the Union South Atlantic Blockading Squadron were assigned to support troops in a demonstration up the Stono River. The Union ships shelled Confederate works on both sides of the river in support of Brigadier-General Alexander Schimmelfennig’s troops on shore. They drove the Confederates from their rifle pits and prevented them from completing an earthwork battery to control the river.

Tennessee. Incident at Colliersville.

Tennessee. After the Confederate victory at Brice’s Crossroads, the supply lines through Tennessee to the Union armies in Georgia became increasingly vulnerable to enemy cavalry raids. Union Major-General Cadwallader Colden Washburn dispatched a force under Union Major-General Andrew Jackson Smith to suppress the marauding Confederate cavalry. Smith’s combined force had more than 11,000 infantry, 3,000 cavalry, and 20 guns. They left Grand Junction and advanced southwards. Most of his infantry force had recently returned from service in the Red River campaign where they were known as ‘Right Wing XVI Corps’ or “Detachment, Army of the Tennessee”. Smith’s Wing comprised Brigadier-General Joseph Anthony Mower’s 1^st Division and Colonel David Moore’s 3^rd Division of XVI Corps. These were supplemented by Brigadier-General Benjamin Henry Grierson’s cavalry division and Colonel Edward Bouton’s brigade of black soldiers. Smith’s mission was to ensure that Confederate Major-General Nathan Bedford Forrest and his cavalry could not move eastwards to threaten the railroad lines across western and middle Tennessee.

Virginia. Skirmishes at the Jerusalem Plank Road and Ream’s Station.

Virginia. After his raid to Staunton, Brigadier-General James Wilson’s Union cavalry division continued north from the Blackwater River and reached the Union lines at Light House Point. The Wilson-Kautz raid had wrecked more than 60 miles of track, disrupting enemy rail traffic into Petersburg for several weeks, but it came at a high price of 1,500 casualties as well as a significant loss in horses, equipment, and artillery.

Virginia. Confederate forces under Lieutenant-General Jubal Anderson Early reached Winchester in the Shenandoah Valley. Early divided his force into two columns. One Corps headed north towards Martinsburg and the second went east towards Harper’s Ferry. The two Confederate columns would converge at Harper’s Ferry, which was held by a Union garrison of about 2,500 men. Early planned to surround and capture both Martinsburg and Harper’s Ferry, along with their valuable supply depots. Early’s first objective was Martinsburg, which was held by 5,000 Union troops under Major-General Franz Sigel. Sigel was warned by his cavalry of the Confederate approach and the threat to his rear. Sigel avoided the encirclement by withdrawing immediately from Martinsburg to Maryland Heights, which overlooked and dominated Harper’s Ferry.

West Virginia. Skirmish at Bolivar Heights.

West Virginia. Confederate Brigadier-General John Daniel Imboden’s cavalry rode along the South Branch of the Potomac River to raid the Baltimore & Ohio Railroad. Their aim was to cut off the route of Union Major-General David Hunter’s force retreating from West Virginia.
