Louisiana. US President Abraham Lincoln urged Major-General Nathaniel Prentiss Banks to adopt any practice that would encourage all loyal free men to vote in the impending State elections, even if they did not take an oath of allegiance.
Louisiana. In planning the strategy for the joint Army-Navy campaign up the Red River, Union Major-General William Tecumseh Sherman advised Major-General Nathaniel Prentiss Banks with his experience on the Mississippi River and the Tennessee River. He recommended that the expedition to Shreveport should be made rapidly, and assisted by simultaneous diversionary movements from Little Rock, Arkansas, towards Shreveport, and from Opelousas towards Alexandria. A force of gunboats and army transports should ascend directly up the Red River. The Army could rely on the gunboats to spearhead their attack and to keep open communications and a supply line along the River.

Texas. A Union force of 2,500 men that had landed on the Matagorda Peninsula to threaten the Confederate defences of Galveston near Caney Creek withdrew back to their ships. No further landings were made by the Union to capture Galveston, which was now sealed off by blockading ships. The port was never captured by Union forces during the war but it remained effectively closed to blockade runners.
