Lucas Bend, KY

East Kentucky Operations

USA. US President Abraham Lincoln accepted the resignation of Simon Cameron as Secretary of War following rumours of corruption and incompetent management of contracts within the War Department. Cameron was appointed as US Minister to Russia, replacing Cassius Marcellus Clay, a Kentucky abolitionist who wished to return to be involved in the war at home.

District of Columbia. US President Abraham Lincoln’s military conference with Major-General Irvin McDowell and Major-General William Buel Franklin concluded with a decision to follow the overland route to Richmond. Lincoln instructed them to prepare new plans for the overland campaign. This contradicted the preferred plan of the army commander Major-General George Brinton McClellan who remained seriously ill and was unable to object to the executive interference in his plans.

Lucas Bend, Kentucky. Lucas Bend was four miles north of Columbus on the Mississippi River. The Union ironclads USS Essex and USS St Louis were transporting troops down the Mississippi in fog. They engaged the Confederate cotton-clad warships CSS General Polk, CSS Ivy, and CSS Jackson (which was towing the floating battery New Orleans). The USS Essex under Commander William D Porter USN and the USS St Louis forced the Confederate ships to fall back after an hour of skirmishing. The Confederates retreated to the safety of an onshore battery at Columbus. After giving up the chase, the USS Essex and the USS St Louis returned to Cairo to replenish ammunition and were relieved by two other vessels which took up the guard of Fort Holt.
The battle marked one of the first occasions where timber-clad warships were convincingly outclassed by the newer ironclad warships, and it would be one of the last naval engagements to see timber-clad warships perform a major role. The original three Union timber-clad gunboats increasingly served as support vessels for the growing numbers of more heavily armoured ships. Another inferiority of the timber-clad vessels to the ironclad warships became apparent in their lack of a stern gun. Following the incident, each of the three Confederate vessels moved one of its guns to point aft, to assist in a fighting withdrawal.

North Carolina. Union Captain Louis Malesherbes Goldsborough USN ordered USS Delaware, USS Philadelphia, USS Hunchback, USS Morse, USS Southfield, USS Commodore Barney, USS Commodore Perry, and the schooner Howard to Hatteras Inlet to join the naval forces preparing to attack Roanoke island.

Virginia. The Union expedition to North Carolina led by Union Brigadier-General Ambrose Everett Burnside set sail from Fort Monroe. Until this time, only Burnside and his immediate staff had known their destination. Once at sea, the captain of each ship opened his sealed orders and learned that his ship should proceed from Hampton Roads to the vicinity of Cape Hatteras. In an act of bravado, Burnside left his comfortable quarters aboard the transport George Peabody and went aboard Army gunboat Picket, the least seaworthy ship in his command. He wanted to encourage his troops by showing that he was willing to share their misery aboard a shallow draft ship.

USA: The Department of Key West was established, comprising Florida from Cape Canaveral along the coast to the Apalachicola River, and the Tortugas. The area of Key West and the coastline of Florida from Cape Canaveral to the Apalachicola River were transferred from the Department of Florida to the Department of Key West.
USA: Brigadier-General John Milton Brannan was appointed to command the Department of Key West, arriving on 21 February 1862.

USA: James Abram Garfield promoted Brigadier-General USV 20 February 1862 to rank from 11 January 1862.
