CSA. The Montgomery Convention, acting as the provisional Confederate States’ Congress, passed a resolution to take possession of Fort Sumter in South Carolina and Fort Pickens in Florida by “whatever means necessary.” A resolution was passed to send Commissioners to negotiate with the US government for the surrender of US property in all Confederate states.
